ACT was formed as an ad hoc collaborative effort by a wide variety of organizations and communities to improve community transportation. The organization’s initial efforts focused on access to health care in Strafford County, but with the 2007 legislation establishing the Statewide Coordinating Council for Community Transportation (SCC) and the subsequent identification of 10 regions in the State for development of “regional coordinating councils” (RCC), ACT’s efforts expanded to include 38 cities and towns in eastern Rockingham County, all of Strafford County and two southern Carroll County towns.
Given ACT’s interest in and history of working to better coordinate community transportation services in southeastern New Hampshire, ACT was seen as the logical group to be designated as the RCC for Region 10. During 2009 ACT developed a formal structure, per the requirements to become an RCC, by creating Bylaws and establishing Memoranda of Understanding with its members that identify the purpose of the group and the commitment of the member organizations. In January 2010, ACT elected its first officers and subsequently was designated as the RCC for southeast New Hampshire.
For at least 10 years members of ACT, including COAST, have been working for improvements in the coordination of transportation services in much of the designated region. Over the past several years ACT has secured private funding through the Endowment for Health and the United Way of the Greater Seacoast in support of its efforts, which included outreach and education.
With the increased Federal and State-level focus on transportation coordination in recent years, ACT, through several member organizations, has been able to leverage those private resources as match to new Federal grant funds to hire a transportation professional to plan and operate coordinated transportation services. ACT is very encouraged by these recent developments, as well as the formalized relationships within the organization as recommended through and supported by the SCC.
ACT members meet on the first Wednesday of each month, typically in Dover. Detailed meeting information will be posted through this page. ACT’s bylaws allow for at least one “citizen member”, to be approved by the membership. Public participation is encouraged.
